Managers and manejadoras de pirarucu lead to the historic demands of the Brasilia –

Almost 10 years ago, before they even become officially recognized as a Collective, managers, and manejadoras de arapaima in the Amazon river takes you to the forums and meetings, again and again, the need for more oversight over the territories, and claims that they may be recognized by the environmental services that they provide to the country. These services are deeply rooted in their traditional way of life, and in compliance with the rules for the sustainable management of the pirarucu, generating benefits of a systemic and long-lasting for the whole of society.

In the action of the incident, which was possible with the support of many partners, the members of the Collective for the Arapaima took part in the second edition of the Week in the socio-biodiversity, held at the beginning of September, in Brasília (DF). in Addition to the schedule of the event, the handlers, and manejadoras articulated in a series of conversations with various levels of government, leading up to the demands of the historical movement: the oversight of territorial policy of the Payment for Environmental Services (PES) schemes.

“The Collective effort of the Arapaima has been an instance, a very important one for the people who live and preserve the forest. He has been able to provide new spaces for dialogue with government institutions and other organisations, non-governmental organizations. To talk directly with the president of Ibama, and the minister, Marina Silva, with respect to the protection of the areas of management, has been a very important and historic,” said Edvaldo Tavares, chairman of the Association of agricultural, hunting and gathering from the Auati-Paraná (AAPA).

Policy on Payment for Environmental Services

In the workshop, the Payment for Environmental Services (PES) schemes in the Sociobioeconomia, with a focus on the management of arapaima in the Amazon region”, held in partnership with the National office and the bio-based economy, the Ministry of Environment and Climate Change (SBC-S), and the united Nations environment Programme United nations Development programme (UNDP), in the framework of the project, the Forest + the Amazon, was held at the headquarters of the Instituto Brasileiro do Meio Ambiente e dos recursos naturais Renováveis (Ibama) in Brasilia, and presented them to the manager of the proposal, a pilot for PSA in the Sociobioeconomia dedicated to the management of the pirarucu.

The initiative to talk directly to an old demand of the movement, which has for years claimed recognition for the environmental services they provide, by country, by means of the management of the pirarucu. The National Secretary of the bio-based economy, the ministry of Karen black Pepper, stressed the importance of the initiative, and in partnership with the manager. 

“The Payment for Environmental Services, it is a historical demand of you, and this is the project that we are building, is symbolic of the rules of the policy of the appliance. Do we want to regulate building up of concrete actions you associate it with the policy of the companies that produce shielding. The Collective of the Pirarucu, is a great example of how this could happen to you, and I hope that we can deploy a stand-in solution that will serve as a reference for other groups in the future,” he said.

The minister of Environment and Climate Change, and Marina Silva, was also present at the opening of the office of the PSA, and spoke with the members of the Group. In his speech, the minister also expressed their expectations in relation to a proposed pilot for the payment of environmental services, is displayed by the led in by it.

“The approach that’s being done here, it’s a dream that we have always had. It is not just the actions of the command-and-control, it is in the us to combat the overfishing, the destruction of the forest, and the public policies that they are able to do in the fight against the offence of the way of the pattern. This is a real change and transformation, which will be a long-lasting result,” concluded the minister.

Peter Canízio, the vice-president of the association of Managers and Manejadoras de Pirarucu of the Mamirauá (Femapam), it didn’t contain the tears when you give to the minister, with a cap of the Collective and the Arapaima. Marina thanked them for their kindness. “This was a very strong one. It is the force of everything that is in here. Are you a person whose life-style is the preservation of himself,” the minister said.

Monitoring in the areas of management,

The debate lasted for all of one afternoon, in which the majority of the time has been filled with the voices of the representatives of the communities in the present, in addition to the servers of the public bodies such as the environmental agency, and the National Foundation for Indigenous Peoples (Funai), the actions of the municipalities closest to the territories, and they brought of the stories, and reflections on the challenges to be faced. “Spaces that are listening to this, where we listen to the demands of you, more of what we’re talking about the actions of the government, and they are very important to you. We need to listen, and to mobilize all of our institutions, and turn to our peers for people to think about solutions,” he reflected, Lara, Montenegro, the coordinator of the Strategy, the Indigenous Peoples of the Policy on Drugs and crime of the Secretariat of the National Policy On Drugs and crime (Senad/MJSP).

David Giroto, co-ordinator of the programme, the Amazon of the Operation in the Amazon’s Native (OPAN), states that, in spite of the responses of the organ in relation to the protection of the territories of the management do not currently satisfactory, and the dialogue itself was a positive one.“We have had the opportunity to take in the reality of the concern is that we’re having in the territory, particularly in the border regions, where we have seen a major escalation of issues, such as drug trafficking and the trade in illegal. It was a dialogue that we were able to do that, but that is not the end in itself. You will be a need for more advocacy and action,” he said.

Also with regard to the audit, representatives of the group also met with the president of Ibama, as well as Rodrigo Agostinho, leading to the complaints and demands of the communities in manejadoras. “He listened carefully to the manager, and if touched, held that the agency needs to be more engaged and support on the issue of the monitoring of the areas where it is common for the management. The people were happy, because he is really committed to bring more features, and the agents of the audit to ensure that all activities are more intensive,” he said Diomir de Souza Santos, the secretary of the Association of Community that is Working on issues of Sustainable Development in the City of Jutaí (ACJ).

The chairman of the board is committed to improving the strategies for intelligence, in coordination with the bureau of Ibama in the House. The goal, he says, is to bring the body to the communities, making it more responsive and effective in the settlement of claims.
